Chapter of Florida Association of Community Colleges

ARTICLE I. NAME

The name of this organization shall be the Lake City Community College Chapter of Florida Association of Community Colleges (FACC).

ARTICLE II. PURPOSES AND RESPONSIBILITIES

A. This chapter is organized to carry out at the local level the purpose and responsibilities of the Florida Association of Community Colleges as stated in Article II and Article VIII, of the FACC Bylaws and to this end to represent the members of this chapter.

Article II, of the FACC Bylaws reads:

PURPOSE

The purpose of this Association shall be to promote the development and advancement of Florida public community college education. To this end the Association shall endeavor:

a. To serve as a comprehensive professional organization for anyone employed by, or associated with, Florida’s public community colleges hereinafter referred to as "College(s)"

b. To democratically represent the interests of all members and to provide leadership in seeking solutions to matters of college concern

c. To work for a continuing cooperative spirit among college trustees, administrators, faculty members and career employees

d. To provide forums for the purpose of discussing and improving such matters in college educational programs, curriculum development, innovative administrative and instructional procedures, and the general professional environment

e. To play an active role in promoting legislation beneficial to the college system and to disseminate information regarding pertinent legislation

f. To facilitate communication, cooperation and articulation among the colleges and with all levels of education in Florida and the nation

g. To promote public understanding and support of the Florida community college system

In view of these goals, and in order to further promote these goals, the Association is hereby precluded from becoming involved in the collective bargaining process. The divergent groups represented by FACC, and the legal and professional obligations of these groups, mandate that the Association (meaning either the state-wide organization or a local campus chapter) cannot and will not participate in collective negotiations as a representative of either management or labor. Neither will the Association advocate, nor will it oppose, participation by any group of college employees in collective negotiations with their employer.

B. In addition to items listed above, this local chapter is established to activate and promote a forum for the discussion of concerns which are of interest or importance to any significant segment of the membership of this chapter.

ARTICLE III. MEMBERSHIP

Membership is open to any individual as classified in Article III, items a, b, and c of the Florida Association of Community College Bylaws. Article III, items a, b, and c of the FACC Bylaws reads:

a. Individual membership is open to any employee or trustee of a Florida Community College.

b. Affiliate membership is open to institutions and organizations, including student groups, whose activities are recognized by the Board of Directors as being closely related to the functions and purposes of the colleges. Individual, associate membership is not a prerequisite for members of affiliated organizations.

c. Associate membership is open to individuals whose professional or educational activities are closely related to the functions and purposes of the college; and to any other individuals who, in the opinion of the Board of Directors, exhibit interest in supporting the aims and activities of the Association.

FACC membership is valid from month of application date. Membership is on an annualized basis from time of enrollment.

ARTICLE IV: OFFICERS

Section 1. Officers.

The officers of this chapter shall be a President, a President-Elect, a Secretary, and a Treasurer. These four (4) officers, and the past President will constitute the Executive Committee, Lake City Community College Chapter of the Florida Association of Community Colleges. The Executive Committee, all standing committee chairs and the Parliamentarian will constitute the Executive Board. 

Section 2. Selection of Officers.

a. The names of nominees for President-Elect, Secretary, and Treasurer shall be selected by the membership by secret ballot in the fall prior to the annual convention, with the terms of office to run concurrently with those of the state officers.

b. The officers will be elected by secret ballot by the membership immediately following the selection of nominees. A simple majority of those voting will elect officers.

c. The elected officers shall serve for one (1) year beginning January 1.

d. The President-Elect automatically becomes president for the subsequent year.

e. After serving for one year as President, he/she becomes the Advising President and remains on the Executive Committee.

f. If the office of President becomes vacant, the President-Elect will become President for the remainder of the unexpired term. In the event that any other office becomes vacant, it will be filled by appointment by the Executive Committee.

Section 3. Duties of Officers

A. The President shall:

1. Preside at chapter meetings

2. Represent the membership in all matters as herein provided

3. Authorize expenditures and payment of chapter funds with the concurrence of the Executive Committee

a. Expenditures or reimbursements that do not exceed $100.00, must be approved by a simple majority of the executive committee.

b. ANY expenditure over $100.00 must be addressed and voted on, at the monthly meeting, prior to the money being spent.

c. Any expenditure that has not been properly voted on will not be reimbursed.

4. Appoint Membership Chair, Legislative Representative, Publications Representative, Parliamentarian and Historian

5. Appoint interim chairs to all standing committees

6. Maintain regular contact with the FACC Executive Secretary in relation to pertinent information to be relayed to all members through the Secretary

7. Approve all documentation before being distributed

8. Serve as a voting delegate to the FACC Assembly of Delegates

9. Serve as the Advising President for one year and remain on the Executive Committee, after serving a term as President

10. Act as Chairman of the Executive Committee

B. The President-Elect shall:

1. Perform the duties of the President during his/her absence, or as assigned by the President

2. Act as Chapter-Wide Election Chairperson for new officers

3. Serve as a voting delegate to the FACC Assembly of Delegates

4. Serve as the Chairperson of Chapter Book Committee

5. Serve on the Chapter Executive Committee

6. Oversee submission of state awards

C. The Secretary shall:

1. Record the minutes of all meetings and distribute minutes and agendas as requested by the President

2. Maintain an official file of all business transactions to be transferred to the incoming President

3. Handle correspondence as requested by the President

4. Serve as a voting delegate to the FACC Assembly of Delegates

5. Serve on the Chapter Executive Committee

D. The Treasurer shall:

1. Collect dues and forward as directed, to FACC

2. Collect and deposit all money from chapter functions

3. Safeguard and disburse funds as directed

4. Serve as voting delegate to the FACC Assembly of Delegates

5. Prepare monthly detailed financial statement to be distributed at monthly chapter meeting

6. Serve on the Chapter Executive Committee

E. The Membership Chair: Appointed by the President

1. Organize and coordinate FACC membership campaign drives

2. Maintain a current membership database

3. Provides to the FACC Executive Director a current listing of all FACC members at the college

4. Serve on the Chapter Executive Board.

F. The Legislative Representative: Appointed by the President

1. Provides a communication link between the FACC Legislative Committee and the chapter membership on all matters pertaining to legislation affecting the colleges

2. Serves on the regional legislative committee

3. Disseminates all pertinent legislative information to the membership

4. Serves as the official chapter spokesperson to the college’s legislative delegation

5. Coordinates any chapter activities concerned with informing the delegation about legislation affecting the colleges

6. Serve on the Chapter Executive Board.

G. The Publications Representative: Appointed by the President

1. Receives copies of FACC publications and distributes to the members of the college or campus

2. Provides to the FACC Executive Director a current number of publications to send each college or campus (usually the membership count plus ten percent extra for recruitment purposes)

3. Collect and submit articles for the Current

4. Serve on the Chapter Executive Board

H. Historian Representative: Appointed by the President

1. Maintain current file of FACC flyers, newspaper articles, publications, photos, emails and all other documents pertaining to FACC

2. Serve on Chapter Book Committee

3. Serve on the Chapter Executive Board

H. Parliamentarian – Appointed by the President

1. Verify quorum guidelines

2. Responsible for maintaining Robert’s Rules of Order in all Chapter meetings

a. Designate an alternate Parliamentarian in his/her absence

3. Serve on the Executive Chapter Board

ARTICLE V. MEETINGS

Section 1. Chapter wide monthly meetings will be scheduled. The Executive Board may schedule additional meetings.

 Section 2. The President must call chapter wide meetings.

 Section 3. Every effort shall be made to give all members written notice prior to Chapter meetings.

 Section 4. Ten (10) percent of the full-time membership shall be present to constitute a quorum at Chapter-wide meetings. If a quorum does not exist, voting will be conducted by written or email ballot with a 20% ballot response required. Issues will be decided by a simple majority of the votes cast.

 Section 5. Executive Board meetings shall have a minimum of 3 regularly elected members present to constitute a quorum at called Executive Board meetings.

 Section 6. A caucus may be called by the President and held prior to the General Assembly of the Annual Convention.

 ARTICLE VI. ASSEMBLY OF DELEGATES

Section 1. Delegates to the FACC Assembly of Delegates shall be determined as stated below:

a. All elected officers will be voting delegates to the FACC Assembly of Delegates.

b. From a solicited list of volunteers, the Executive Board based upon employment category will appoint the additional Delegates.

 ARTICLE VII. COMMISSION REPRESENTATIVES

Section 1. The following commissions are established to carry out activities consistent with the purpose of FACC as herein stated.

g. Equity

h. Faculty

i. Financial Aid

j. Global Initiatives

k. Institutional Advancement

l. Institutional Effectiveness

m. Learning Resources

n. Occupational Education

p. Student Development

q. Technology

r. Trustees

Section 2. Determination of voting representatives to Commissions.

s. Prior to the Annual Convention, two (2) voting representatives shall be designated to each commission.

1. Voting representatives to the Faculty Commission shall be members of the college faculty & shall be elected by faculty under an instructional contract.

2. Voting representatives to the Student Development Commission shall be members of the Student Development staff and shall be elected by the Student Development staff. The Executive Board shall appoint all other Commission representatives from within the FACC Chapter membership in a manner of its own determination.

a. The President-Elect shall coordinate election procedures.

ARTICLE VIII. COMMITTEES

Section 1. Committees shall be appointed by the President as it is deemed necessary. The President and President-Elect shall be ex-officio members of all committees.

ARTICLE IX. PARLIAMENTARY AUTHORITY

Section 1. The rules contained in Robert’s Rules of Order; Newly Revised shall govern in all cases to which they are applicable except when they are in conflict with these Bylaws or the FACC Bylaws or any special rules of order that may be adopted.

 ARTICLE X. AMENDMENTS

Section 1. A committee may propose amendments to these Bylaws to the membership in writing appointed by the President or by petition from five (5) members.

 a. Amendment changes shall be presented to the membership one meeting prior to voting

 b. By-laws may be amended as above by a quorum of the membership.

 ARTICLE XI. BYLAWS

Section 1. The Bylaws will be ratified when approved, by the membership, at a monthly meeting.

 ARTICLE XII. TRAVEL

Section 1. All travel requests must be submitted to the general membership at a monthly meeting prior to the date(s) of travel. Appropriate documentation must be included.

Section 2. Travel must be approved by a simple majority.

Section 3. Funding for travel can include:

a. any registration fees

b. hotel expenses for scheduled event

c. reimbursement for meals using the college payment schedule

d. reimbursement for actual gas receipts

e. payment of mileage for use of college van

f. parking

g. tolls

h. other appropriate expenses
